The creation of a physical and social environment in the life of communities and nations that will favor normal rela tions oi the sexes, and the procreation of healthy Ofis'pring. Before eugenics can make any impression upon the masses of the people, however, there must be erected throughout civilization more rational standards of fatherhood.
