The Parliament at Westminster is not only a busy workshop; it is a museum of antiquities. The rules of parliamentary procedure are the rules which each House of Parliament has found to be conducive to the proper, orderly and efficient conduct of its business. Some of them are old-fashioned, as in the case of other ancient institutions, but much ingenuity has been shown in adapting them to the circumstances and requirements of the time.
