Who would steal a baby?  Was this stranger a Paedophiliac?  Who else would steal a child to sell to a contact?  This man had his own son at one time until his wife had kicked him out. Roaming from East to West, this stranger is looking for a baby and he finds one in his own backyard.  He loves the sea and is content on either Coast as long as there is a small child accessible.  Will he ever be caught?  And does anyone ever learn his name?  Maybe only Sergeant Andrews!
