Atlantic Monthly, and the Review of Reviews in America, he has come to be recognized, and rightly, as an authoritative commentator on its international problems, while his articles on less serious subjects are also promi nent and frequent in the magazines of Britain and America. In his capacity as Clerk of the House of Assembly, or Elective Branch of the Newfoundland Legislature, which position he has occupied for several years, he has gained a knowledge of the country's affairs which has helped much to assist him in making this publication so full and complete that it may be regarded as the last word in relation to the Island's progress.
