No student of contemporary history will be found to deny that the intellect and the performance of the protagonists at Westminster stand as high as ever. But outside and beyond the House of Commons there are aspirations, conscious and sub-conscious, to which the Press and the Parliament make but little response. Until these aspirations are satisfied by the presentment of a conquering ideal, there will be no real confidence in any political party, and no hope for England.
