All of this is well described in the works of Ian Hacking, such as the Taming of Chance. A classic. A great mathematician explains his views on the foundations of probability without using any formulas, or Greek letters, not even pi. It does seem a little awkward though when he refers to a formula that uses the ratio of the circumference of a circle to its diameter. But generally, this is a well written book by one of history's great minds.
