N September, 1908, I left New York as a delegate of the United States Government and of Yale University to the First pan-american Scientific Congress, held at Santiago, Chile, in December and January, 1908 — 09. Before attending the Congress I touched at Rio de Janeiro and the principal coast cities of Brazil, crossed the Argentine Republic from Buenos Aires to the Bolivian frontier, rode on mule back through southern Bolivia, visiting both Potosi and Sucre, went by rail from Oruro to Antofagasta, and thence by steamer to Valparaiso. After the Congress I retraced my steps into Bolivia by way of the west coast, Arequipa, and Lake Titicaca. Picking up the overland trail again at Oruro, I con tinued my journey across Bolivia and Peru, via La Paz, Tiahuanaco, and Cuzco, thence by mules over the old Inca road as far as Huancayo, the present terminus of the oroya-lima Railroad. At Abancay I turned aside to explore Choqquequirau, the ruins of an Inca fortress in the valley of the Apurimac; an excursion that could not have been undertaken at all had it not been for the very generous assistance of Hon. J. J. Nunez, the Prefect of Apurimac, and his zealous aide, Lieutenant Caceres of the Peruvian army. I reached Lima in March, 1909.

It may fairly be said that the Air Service was a genuine expression of the American Idea, defined by Strunsky in one of his charming essays as splen did courage accompanied by a high degree of dis order. We lacked men Of experience; we lacked aviators Of mature judgment; we lacked able exec utive Officers with a sympathetic knowledge of avia tion; we lacked airplanes fit to ?y against the Huns; and we lacked facilities for building them. The air plane industry was still in the experimental stage. NO one really manufactured airplanes in the gener ally accepted sense Of that word. NO one had even had any experience in the quantity production Of airplane motors. Yet in July, 1917, Congress appro priated in the fond expectation that before many months we could obtain air planes. In other words, America expected to win the war in the air and was utterly unprepared to do so. The American people laid an impossible task on the shoulders Of the Officers and citizens who Obedi ently undertook to produce on a gigantic scale, and without adequate plans, one of the most difficult arms Of modern warfare.

Some of my story has already been told in Har per's and the National Geographic, to whose editors acknowledgments are due for permission to use the material in its present form. A glance at the Bibliography will show that more than fifty articles and monographs have been published as a result of the Peruvian Expeditions of Yale University and the National Geographic Society. Other reports are still in course of preparation. My own observations are based partly on a study of these monographs and the writings of former travelers, partly on the maps and notes made by my companions, and partly on a study of our Peruvian photographs, a collection now numbering over eleven thousand negatives. An other source of information was the opportunity of frequent conferences with my fellow explorers. One of the great advantages of large expeditions is the bringing to bear on the same problem of minds which have received widely different training.
