La trattazione delle riserve negli appalti delle opere pubbliche: Le riserve sono le richieste che per vari motivi, e ormai sempre più spesso, le imprese appaltatrici di lavori pubblici iscrivono e quantificano sul registro di contabilità dei lavori; a queste il Direttore dei Lavori deve rispondere analizzando le richieste ed esprimendo il proprio parere, via via che i lavori procedono fino alla loro ultimazione. Il Direttore dei Lavori redige poi la contabilità finale, aggiungendovi la propria relazione riservata sulle richieste, e tutto sarà infine rimesso al Collaudatore, che a sua volta dovrà valutare le riserve ed esprimere su di esse il proprio parere, motivando e proponendo le soluzioni delle controversie insorte. Questa è la procedura, prevista dalla vigente legislazione, che prende il nome di "trattazione delle riserve". Le richieste pecuniarie delle imprese, se fondate, possono condurre a costi delle opere assai maggiori delle previsioni e dare corso a giudizi di responsabilità; di qui la necessità di una loro accurata e corretta trattazione da parte del Direttore dei Lavori e del Collaudatore, figure centrali nel pubblico appalto. È necessario che essi esercitino il proprio ruolo con grande competenza, attribuendo a ciascuno ciò che gli compete e nulla di più o di meno: come non è onesto chi toglie qualcosa all'amministrazione, così non lo è chi lo toglie all'impresa. La trattazione riportata e l'esemplificazione di numerosi casi possono essere di valido ausilio per i Direttori dei Lavori e i Collaudatori di opere pubbliche.
