Concessioni idroelettriche. Lo studio, tramite l'analisi della più recente normativa sulla grande derivazione a fini idroelettrici, conseguente alla liberalizzazione del mercato elettrico, si propone di indagare le linee evolutive della materia, nella quale posizione centrale è, nella fase attuale, occupata dalla procedura di gara per l'assegnazione delle concessioni idroelettriche. Vengono così approfondite le implicazioni delle scelte legislative sui criteri di selezione del concessionario, le quali esprimono precise indicazioni in ordine agli obiettivi oggi prefissati con l'esercizio delle derivazioni a fini idroelettrici. The hydroelectric sector has played a strategic role for industrial progress and social development in our Country, which began its rapid modernisation thanks to the first sector legislation dating back to the beginning of the last century. The Concession of great derivation for hydro-electric purposes was an important tool in this process. From The legislation on this issue the objectives pursued, first of the development of the hydroelectric industry and, then, of programming the electric sector in the interest of the community. The study, through the analysis of the most recent regulation on the great derivation for hydroelectric purposes, consequent to the liberalisation of the electricity market, proposes to investigate the evolutionary lines of the matter, in which central position is, in the phase Current, occupied by the tendering procedure for the granting of hydro-electric concessions. The implications of legislative choices Are thus deepened on the selection criteria of the concessionaire, which express precise indications in order to the objectives today set by the exercise of derivations for hydro-electric purposes.
