Ship security: Il problema della security nel campo marittimo si pose in maniera urgente all'indomani degli avvenimenti dell'11 settembre 2001. Si impiegarono solo 18 mesi circa, dal dicembre 2002 in cui si svolse a Londra la conferenza su tale tema organizzata dall'International Maritime Organization, al luglio del 2004 in cui diventarono obbligatorie tutte le prescrizioni del Codice ISPS e gli emendamenti alla Convenzione SOLAS decisi sempre nella conferenza accennata. Il Codice ISPS nell'introdurre le figure Ship Security Officer, Company Security Officer, Port Facility Security Officer, poneva i pilastri dell'organizzazione della security a bordo, nelle società di navigazione, nei porti. Da subito fu obbligatoria la formazione per le tre figure suddette. Ma si sa che una rete è efficace quando tutte le maglie sono "integre e presentano la stessa robustezza". Il Codice ISPS tenendo ben presente questo, già auspicava nel 2002 la formazione per gli equipaggi delle navi e per il personale da impiegare per la security dei porti.
The problem of security in the maritime field arose urgently in the aftermath of the events of 11 September 2001. It took only about 18 months, from December 2002 when the conference on this subject organized by the International Maritime Organization was held in London, to July 2004 in which all the requirements of the ISPS Code and the amendments to the SOLAS Convention decided in the conference mentioned became mandatory.
